We are organizing a panel for the 8th Global Conference on Transparency
Research held in Brussels, 15-17 May 2024. The conference is organized by
Université Libre de Bruxelles (ULB) in partnership with the University of

Public Policy Perspectives on Transparency and Open Government

Transparency policy has emerged as a pivotal tool in promoting open and
accountable governance. As governments and institutions worldwide seek to
enhance their transparency measures, it becomes imperative to critically
assess how these policies are designed and implemented to achieve intended
goals. The study of transparency policies from a policy analysis
perspective offers valuable insights into the processes, actors, and
dynamics that shape the formulation, implementation, and outcomes of such
policies. Among the various methods that can be used to analyze them,
participatory research offers a dynamic and inclusive approach, fostering
engagement between researchers, policymakers, and citizens.

Topics of interest

We invite researchers, scholars, and practitioners to contribute original
research articles that address, but are not limited to, the following
themes:

Policy Process Theories and  Transparency Policies: Utilizing policy
process frameworks, such as the Advocacy Coalition Framework, the Narrative
Policy Framework, and the Multiple Streams Framework (to mention but a
few), to examine the formulation, implementation, and outcomes of
transparency policies.

Policy Design and Implementation: Exploring how transparency policies
are conceptualized, designed, and operationalized, and assessing their
impact on governance and public administration.

Stakeholder Engagement and Participation: Investigating how transparency
policies engage citizens, civil society, and interest groups in
policy-making processes. Studies addressing how stakeholder engagement
relates to more or less transparency in policy processes.

Role of Participatory Research Methods: Analyzing the application of
participatory research methods, such as citizen science, action research,
and deliberative democratic evaluation, in assessing the effectiveness of
transparency policies.

Policy Learning and Adaptation: Examining how transparency policies
evolve and adapt in response to feedback, changing contexts, and emerging
challenges.

Transparency and Regulation: Those studying the rules that make
governments transparent and regulations more accountable. Studies
addressing how transparency obligations are associated with the functioning
and trustworthiness of governments in single case studies or comparatively.

Digitalization and Open Government. Analyzing the role of digital
technologies in achieving open government objectives or ensuring
transparency in public policy.
