uncertainty*

at the 28th National Convention of the German Political Science Association
(GPSA) (digital event), 14-16 Sept 2021*.*

*Panel description: *Citizenship policies and education have become
increasingly popular for policy interventions seeking to frame and design
inclusion and exclusion processes. While these policies have traditionally
been determined by genuine national considerations, their sources have
changed, increasingly coming from global and knowledge exchanges as well as
‘best practice’ learnings, such as patriotic education, social cohesion and
immigration regulation. This change has led to parallel developments in the
content of citizenship, including a move from greater liberalisation in the
1990s to greater autocratisation post-9/11. Within education policies, the
latest interventions seemingly intended to prevent radicalisation,
requiring a shift away from raising critical and mature citizens towards
raising loyal, trusting and supportive citizens. The implications of these
developments for broader democratisation and autocratisation processes, as
well as citizenship practices cannot be underestimated.

This panel seeks papers which reflect upon recent developments in
citizenship policies and education, including both empirical and
theoretical contributions. We are especially interested in the following
themes:

●      Empirical and comparative analyses of policy developments in
citizenship and citizenship education;

●    Critical reflections on the securitization of citizenship and
citizenship education, especially in the context of prevention and
(de)radicalization programs;

●      Bottom-up responses to these developments by citizens, teachers,
students and families;

●    Self-reflexive processes within academia concerning the globalized
development of citizenship theory as well as theoretical differentiations
of education and indoctrination.

We are looking for 3-4 presentations which inform about recent developments
and enable a lively and constructive exchange among the international
participants.
