Stream description:
The 2008 economic crisis and recently the COVID-19 pandemic have increased
unemployment and generated ‘new poor’ in the world. Against this
background, advocates of reforms - among which the European Union - called
for the introduction of new schemes of social security and solidarity to
support categories most at risk of poverty and social exclusion.
Consequently, Minimum Income Schemes (MIS) have been implemented in almost
all European Countries, at the national and at the local level.
Interestingly, MIS have been increasingly transforming in complex social
measures comprising not only cash transfers but also special programs of
job activation and/or social inclusion of beneficiaries. These programs are
delivered by hybrid networks of public and non-public actors (e.g.,
employment offices, health and social services, training agencies) that
require coordinated and integrated strategies of action.
Although some research has been carried out on MIS, there is still little
scientific understanding of their policy design and implementation,
especially in comparative perspective.
Taking stock of almost a decade of MIS' adoption in Europe, the stream is
aimed at critically examining which aspects impact policy processes and
determine MIS’ positive or negative performances, outputs, and outcomes.
The stream welcomes papers that analyze empirical cases of MIS adoption at
a national, regional, or local level, but also theoretical reflections on
the impact of these measures on their politico-administrative
sustainability. Contributions can adopt a quantitative or a qualitative
approach and may include, but are not limited to, the analysis at the
national/regional/local level of the following topics:
Impact of governance systems and/or administrative capacities in designing
MIS.
Coordination and integration processes among actors on the implementation
of MIS.
Impact of actors’ roles and relationships with beneficiaries, including
street level bureaucrats’ discretion, on the implementation of MIS.
Collaborative processes between beneficiaries and case managers in
activation patterns.
The role and impact of digitalization, big data, AI, and information
systems in the delivery of MIS.
Abstracts should include research question(s), an outline of the research
design and main contributions of the proposed paper to the stream.
